Summary and Info:

pacman -Qc dumps the .CHANGELOG of an installed package, logically pacman -Qcp should dump the .CHANGELOG of a package file - but doesn't.

Steps to Reproduce:

% tar tf io-20070528-1-i686.pkg.tar.gz | head -1
% pacman -Qcp io-20070528-1-i686.pkg.tar.gz
io 20070528-1
% pacman -Qc io
io 20070528-1

If you feel confident in C code, you wouldn't mind looking into this, would you? It shouldn't be too hard of a fix.
