pacman -Qc dumps the .CHANGELOG of an installed package, logically pacman -Qcp should dump the .CHANGELOG of a package file - but doesn't. If you feel confident in C code, you wouldn't mind looking into this, would you? It shouldn't be too hard of a fix.
