Details

Description:
When running pgadmin4, it forever says it is starting pgAdmin4 server.
When manually trying to start pgadmin4-server it exits due to an error.

Steps to reproduce:
1. sudo pgadmin4-server

if not os.path.exists(SQLITE_PATH) or get_version() == -1:
File "/usr/lib/pgadmin4/web/pgadmin/setup/db_version.py", line 19, in get_version
return version.value
AttributeError: 'NoneType' object has no attribute 'value'
