As for FHS: https://wiki.archlinux.org/title/Frequently_asked_questions#Does_Arch_follow_the_Linux_Foundation's_Filesystem_Hierarchy_Standard_(FHS)?
One other software that uses /media is virtualbox-guest-utils, for automounts. But it's capable of creating the /media directory itself.
We do not comply with FHS in several area (missing directories like /etc/opt or /media, sub-directories in /bin, /lib/cpp, etc).
I don't know what we would gain by supporting this standard that doesn't really evolve with the modern linux ecosystem and that would force us to drag out old stuff.
I suggest lsb-release as a better package to comply harder with LSB stuff like FHS, or put /media directly in the demanding package.
