Details
Since the update to vulkan-icd-loader-1.2.199-1 World of
Warcraft crashes on startup, with an access violation
executing a null pointer. Downgrading to
vulkan-icd-loader-1.2.194-1 works around this problem.

Is it mesa drivers ?
Please test vulkan-icd-loader-1.2.199-2
I'm still having this issue with vulkan-icd-loader-1.2.199-2 -
using the nvidia drivers and wine with both vkd3d and dxvk.
This should be fixed in 1.2.202
Please test vulkan-icd-loader-1.2.202-1
this issue is indeed fixed in vulkan-icd-loader-1.2.202-1, there
seems to be a new problem with an invalid (non-null) function
pointer at a later stage in the game via dxvk however. since this
doesn't happen when using vkd3d it might not be related to
vulkan-icd-loader.
