Details

systemd updates the /etc/.updated file with new timestamps frequently.
This file should be ignored by etckeeper.

I didn't find where to report bugs to upstream except some forum:

Definitely an upstream issue so please follow up there. If upstream won't implement, it's easy to handle yourself. The Tutorial section of the README covers it well [1]
