Salt-api (3004-1) fails to start with:
pkg_resources.DistributionNotFound: The 'pyzmq<22.0.0,>19.0.2' distribution was not found and is required by salt

The previous version didn't have that requirement and worked with pyzmq 22.2.1. Salt-api seems to still work without issues after removing that requirement, and also installing python-psutil, which it now depends on, too.

The upper bound on pyzmq has been removed upstream [1].
