Description:

packages bootstrapped using this version of libtool.m4, fail to correctly set the recommended linker flags starting with macOS 11.

Steps to reproduce:
any package bootstrapped in Arch Linux will be affected, but will need a macOS host to reproduce.

alternatively, upgrading to libtool 2.4.7 would also solve this bug
