FS#72476 - After updating systemd pkg.s from 249.4-1 to 249.5-1 lot of service failures on boot (laptop only)

Details

After updating systemd, systemd-libs, systemd-sysvcompat, systemd-resolvconf from 249.4-1 to 249.5-1 and rebooting, journalctl -b shows many failed services, like (see attached journal excerpt):

haveged.service: Start request repeated too quickly.
haveged.service: Failed with result 'start-limit-hit'
...
systemd-fsck-root.service: Failed with result 'start-limit-hit
...

All error messages go away when reverting back to 249.4-1.

On my desktop PC (same archlinux state, only more pkg.s installed) systemd 249.5-1 pkg.s throw no errors.

I have no clue whats happening in case of my laptop (timing problems ?).
