Additional info:

After updating packagekit from 1.1.13-1 to 1.2.3-1 updates via Gnome Software are not installed anymore.

If new packages are available software center shows that there are some update. User can press download, packages will be downloaded and after
that it press "reboot and install". Devices reboots into systemd target system-update.target, but nothing is installed. Afterwards it reboots
back into user session. Because nothing was installed, then software center shows again that the same updates are still available.

I've checked 1.2.3-1 package content and the problem is that symlink for
packagekit-offline-update.service in /lib/systemd/system/system-update.target.wants is missing.

After following command:

cd /usr/lib/systemd/system/system-update.target.wants; ln -s ../packagekit-offline-update.service packagekit-offline-update.service
offline system updates work again.

Issue is still current with latest 1.2.x packages

Also, the "/lib/systemd/system/system-update.target.wants" directory is missing.
