Please split udev rules to a new package so they can be used without installing Steam.
It especially useful for Steam from Flatpak.

We are supplying upstream rules, with some minor modifications and adjustments. There's no good reason to split them to another package. If you want, you can easily create a package containing only the udev rules and submit it to the AUR.
