Description:
gnome-settings since version 40 uses power-profiles-daemon to set the power mode in settings/power. 41 will also add a widget in the top right corner. This functionality is only available when power-profiles-daemon is installed. plasma-desktop already indirectly depends on power-profiles-daemon (via powerdevil) but gnome-shell does not.

There is no reason to make it mandatory. -> In fact, gnome-shell works perfectly even without that component.
For the same reason, `powerdevil` is not mandatory for `plasma-desktop`.

Furthermore previously, if I well remember, it was a dep but after a short discussion (I do not remember where...) it was removed from the dep array.

IMHO it is not a bug.

The dependency is already handled in gnome-control-center.
