And /etc/motd.d too, supported by pam_motd (and by login). For /etc/motd.d, login.defs's MOTD_FILE or pam_motd's options need adjust, see:

What's the point to adding an empty directory?

NB. Although it is not in our default configuration, pam_issue does not support these paths.

/etc/issue.d is supported by agetty and /etc/motd.d by pam_motd since pambase 20211111-1 ( FS#72707 ):

But yeah, users can create them if necessary. Please close this bug.
