I suggest considering to set adwaita as the default icon theme, so users will not hit an issue like the one mentioned in the following link.

The libxcursor package already contains this file.

Oh, I wasn't aware that it's included in libxcursor, but maybe this is not the right package for it nowadays that we have Wayland?
Wayland's implementation of cursor theme doesn't seem to depend on libxcursor: https://github.com/wayland-project/wayland/blob/main/cursor/xcursor.c

I guess only users who don't have a widget toolkit and x11 apps that depends on libxcursor will hit this.
The problem is that it's not obvious that the cursor is disappearing because a default cursor theme wasn't explicitly set by the user.
Maybe adwaita-icon-theme is not the right location for this file, but I still think that the file should be moved out from libxcursor into a package in the dependency tree of wayland.

I actually have my own gtk3 build without x11, which is why I don't have libxcursor.

Anyways, I opened this because I thought the suggested changes might help other users. If you think that the file should stay in libxcursor, then feel free to close this issue.
