Description:
rngd hangs on shutdown or reboot, leading to a 90s systemd timeout.

Steps to reproduce:
Shutdown or reboot leads to a 90s systemd timeout until the rngd SIGKILL comes in.


This issue has been reported upstream.
Having done some testing, there appears to be an issue with the Arch provided systemd file at
https://github.com/archlinux/svntogit-community/blob/packages/rng-tools/trunk/rngd.service

Either adding this to the Arch provided systemd file...
[Unit]
Conflicts=shutdown.target

or by using a simplified version based on the upstream rng-tools systemd file at...
https://github.com/nhorman/rng-tools/blob/master/rngd.service

makes everything work perfectly.
