It would be nice if the CONFIG_TIMER_STATS option could be enabled in the kernel config. This to use the new Intel powertop utility with the stock arch kernel.

The program also suggests to enable the CONFIG_USB_SUSPEND option, duno how this affect the stability of the usb drivers and if it has disadvantages for desktop users...

It also suggest to disable the CONFIG_IRQBALANCE option. It says: "The in-kernel irq balancer is obsolete and wakes the CPU up far more than needed."

I hope you consider these options and hopefully it will make the arch kernel more laptop friendly. You can find all the application suggestions here: http://powertop.googlecode.com/svn/trunk/powertop.c scroll to the bottom of the document, but it seems the other suggestions are all available by loading modules or already enabled.

It is better to create custom kernel package or join forces in creating specific kernel package for laptops

Regarding irq balance: Intel started a project [1] to move irq balancing to user-space. Maybe worth looking at in the feature since they claim it should improve performance (other distributions are also 'using' this [2]), but better leave CONFIG_IRQBALANCE how it is atm.
