Description:
The file could be created via running the pmcd service once, but if the user only wanted to use pcp dstat, it's still troublesome as it's unclear why it's broken by default.

Given that /var/lib/pcp/pmns/Rebuild (invoked via make root) mentions PCP installation or upgrade, it could be run on package post_install/post_upgrade to avoid such issues.

Steps to reproduce:
1. Install pcp freshly
2. Run pcp dstat and see the error:
Error Parsing ASCII PMNS: Cannot open "/var/lib/pcp/pmns/root"
Failed to register derived metric: PMNS not accessible <pcp.pmapi.c_uint_Array_1 object at 0x7f1e468d4340>.
