Description:
dde-control-center --show
or click the control center icon

and some of the shortcuts, not all have been reset to empty shortcuts
and can't be changed. I think this is due some recent update.

entering a shortcut for moving workspace left or right, resets after relaunch

looking for config files, if permissions are broken
could explain why shortcuts are not saved

Steps to reproduce:
check shortcuts, maybe hard to reproduce since I don't know exactly
when it started to malfunction

the libkf5globalaccel-dev version is 5.82.0 in system

I find the tag V5.82.0 by https://github.com/KDE/kglobalaccel

it update 'setShortcut' interface in kglobalaccel.cpp such as 'return qgetenv("XDG_CURRENT_DESKTOP") == QByteArrayLiteral("KDE");'

as you can see,our XDG_CURRENT_DESKTOP="Deepin",so the shortcuts is invalid in the dde-control-center
