Description:

mesa 21.0.3-1 creates block artefacts to amdgpu.I see artefacts with gdm, lightdm, gnome and xfce all over the screen. See the attached screenshot.
Downgrading all mesa packages to previous version 21.0.2-1 fixes it:

lib32-mesa
libva-mesa-driver
mesa
mesa-vdpau

This happens with 5.11 kernel as well as with 5.10 lts kernel

Just confirming I have had the same issue using the same graphics card radeon 5600xt and can also confirm downgrading to mesa-21.0.2 fixes the issue. Also tested on a clean install with the same results.
