Description:

After sddm is updated to 0.19.0-5, X is started on tty2:
$ ps ax | grep Xorg
478 tty2 Rs+ 0:02 /usr/lib/Xorg -nolisten tcp -background none -seat seat0 vt2 -auth /var/run/sddm/{4752b746-f46c-4b06-89cf-13a27991c79f} -noreset -displayfd 17

However tty1 is free:
# fuser /dev/tty1

# fuser /dev/tty2
/dev/tty2: 478

Setting MinimumVT=1 in sddm.conf has no effect

Additional info:
* package version(s) sddm 0.19.0-5

Steps to reproduce:
update sddm to 0.19.0-5 and reboot
