ipset appears to be broken in latest package version

* In latest build ipset is not working. Possibly built without support.

Install latest firewalld and run command:

sudo firewall-cmd --get-ipset-types

It appears support for ipset through the nftables backend has been added since 0.9.3.
Please try rebuilding the package with the attached diff applied which cherry-picks commits marked as fixing ipset support.
