The libglvnd package in Arch is still affected by [1], but the issue has been resolved upstream.

In short, Arch users with the nvidia package installed, which provides the nvidia egl vendor libraries, and with the nvidia card powered down such as with bbswitch will be unable to launch wlroots compositors. There have been some duplicate bug reports about this at sway, but there's nothing further to be done in wlroots, so I've created this report instead.

Users will need to either have the fix [2] applied to libglvnd, possibly via libglvnd-git from the AUR, or uninstall the nvidia package.

Does rebuilding the libglvnd package with the attached diff resolve the issue? Does the lib32-libglvnd package also require patching?

It does yeah, and I don't think lib32-glvnd would need it. Actually though I now think this issue may soon resolve itself. Recent quote from #dri-devel on freenode:

I've run stable + a527411d since I first tested it and I don't think it's a risky patch, but if a new release is around the corner there may be no reason to bother.
