Description:
I have root BTRFS partition encrypted with dm-crypt.

after upgrading cryptsetup to 2.3.5-4 from 2.3.5-2 system stopped booting, with `dev-mapper-root.device/Start` timing out. the partition decrypts fine, and after time out system drops into an emergency shell. Downgrading to 2.3.5-2 fixes the issue.

In the emergency shell the device `dev/mapper/root` exists and can be mounted with no problem.

Steps to reproduce:

1) encrypt a partition with dm-crypt
2) boot is failed with systemd timeout of activating dev-mapper-root.device/start`
