Description:
dephell throws pkg_resources.ContextualVersionConflict exception on chardet == 4.0.0

Additional info:
* package version(s):
python-dephell == 0.8.3-3
python-chardet == 4.0.0-1
* config and/or log files etc.
* link to upstream bug report, if any

Steps to reproduce:
Install python-dephell and run dephell in terminal.

@ahmubashsir was the error message:
pkg_resources.ContextualVersionConflict: (chardet 4.0.0 (/usr/lib/python3.9/site-packages), Requirement.parse('chardet<4.0,>=2.0'), {'aiohttp'})

If so what is the output of:
pacman -Q python-aiohttp
