Description:
The package requests and older version of APScheduler and breaks.

Additional info:
* package version(s) python-telegram-bot: 13.1.20210105-1, python-apscheduler: 3.7.0-1
* config and/or log files etc: see attachments
* link to upstream bug report, if any

Steps to reproduce:
Install the package, try to use it - error.

@Thaodan please try build the package with the attached PKGBUILD.diff which allows the newer version.
Check is disabled as using both the old and new versions of python-apscheduler produced:
186 failed, 1564 passed, 199 skipped, 7 deselected, 6 xfailed, 167 errors
