You would think that the things in config.site that begin with the # sign are actually the ones used by default. They're not, at least in my experience. Unfortunately, this is documented NOWHERE.

In your testing of this, did you actually determine that ZIP was enabled in the default build? Because mine by the default build won't do AdobeDeflate compression (which is a variant on Deflate, enabled by the same option), and by changing only that one configuration item and rebuilding the package, it fixed my ability to use AdobeFlate.

In short, are you sure? Because I'm pretty sure that you've got to get rid of that blasted # to get ZIP/Deflate/AdobeFlate to work.
