Description:

When I set my locale to en_US.utf8, I can't use fcitx with Emacs.
And I found it can work on OpenSUSE.
Please consider path the xfns.c in Emacs to resolve this old bug.

Additional info:
* package version is emacs 27.1-3

Steps to reproduce:
Login Xfce4 with en_US.utf8 and install fcitx or fcitx5, fcitx-pinyin or fcitx-chinese-addons and emacs.
Open emacs from the menu, and open any file, then press C-SPC, it can't switch to Chinese input method.
