I did not manage to get bootconfig compiling. Looks like the code is not ready to be shipped.

I tried to make after cd tools/bootconfig.But failed with
error: 'fallthrough' undeclared

Still not buildable in 5.12. A bug should be filled upstream about this. Currently we cannot include this tool.
