glslang seems to not be build with spirv-tools which is needed for the optimizer options, and to generate legal SPIRV from HLSL. I'm not 100% sure what's going on here, because glslang seems to depend on spirv-tools, so I would expect this to work already. Additional info: * package version(s): glslang 11.2.0-1 spirv-tools 2020.6-1 Steps to reproduce: During build there's a "spirv-tools not linked - illegal SPIRV may be generated for HLSL" message when running `glslangValidator -Os` it prints "Error: -Os not available; optimizer not linked" |

Turns out upstream really wants us to vendor spirv-tools on this because they require a very specific version of it. NisOS appears to be doing the same. I pushed a package built their way to testing. Give it a spin and report back.
