Missing fish completion.

Previous version fish provided bat completion, but it removed from:

https://github.com/fish-shell/fish-shell/commit/f036d019618ff1f0508c539dc88d64a194cd2034

This commit include in fish 3.1.2

And the completion file should be installed to /usr/share/fish/vendor_completions.d/bat.fish
