Dependency `python-jupyter_packaging` is missing - I see that it is listed as a make dependency but for me I need it to actually run.

Additional info:
* jupyterlab 3.0.9-1

Steps to reproduce:

I just installed jupyterlab and wanted to start it with `jupyter lab`. Then I obtained the following error:
`pkg_resources.DistributionNotFound: The 'jupyter_packaging~=0.7.3' distribution was not found and is required by jupyterlab`

After installing `python-jupyter_packaging` it runs just fine.
