Everytime I log into Gnome through gdm I have to set the locale even if I set it as default it loads en_US-utf-8 instead of no_NB-UTF-8 locale.
These are the only locales that exist on this system.

Do not know any way to get an output of gdm when it logs in please give som advice, sorry the shortage of information.

Works fine here with uk_UA.UTF-8
I don't know what settings do you have (please include more information next time),
but make sure you did the following:
1) set LOCALE=no_NB-UTF-8 in /etc/rc.conf (check other settings too)
2) uncomment no_NB-UTF-8 in /etc/locale.gen
3) run locale-gen as root
4) reboot

Can't reproduce it here, my parents chose the dutch locale once in gdm, which asked if it should be the default locale for once, after that, every login with their account is dutch (nl_NL.utf8).
