Description:

Please include the following fixes [1] in the Arch package. They are queued for the next releases (both feature and bugfix) but I think we would benefit from having them sooner.

The details behind the request are rather convoluted, so please bare with me:
- recently glibc was updated to 2.33, build against linux-api-headers (v5.10)
- effectively making [2] the new system call faccessat2 a hard requirement
- as such Arch no longer work with linux-lts (v5.4) or other "old" kernels [3]
- the above can be fixed by using linux-lts-api-headers, yet that would effectively break util-linux akin to [4]
- proposed patches fix [4] once and for all, while also allowing for a glibc rebuild "unbricking" Arch with linux-lts

Small note: With the kernel 5.11 release we will very soon move -lts kernel to 5.10 branch (1-2weeks expected).
