The loop in the PKGBUILD that creates packages for each language does not modify the makedepends array: https://github.com/archlinux/svntogit-packages/blob/packages/thunderbird/trunk/PKGBUILD
Update: I should have specified that it was a make dependency. But still, the language packs should not need to have have gtk* as make dependencies.
