Since mid-December and the previous comments, I am syncing from:
rsync://mirror.xtom.com.hk/repo/archlinux
Also, the mirror now supports rsync:
rsync://mirror.guillaumea.fr/archlinux
I would also like to be considered for Tier 1 mirror since there aren't any in Southeast Asia

That tier 1 request sounds like a very good idea indeed. We like to wait for 6 to 9 months though to see if your mirror is reliable before we give you tier 1 status. Would you mind commenting on this report again in a month or two?
Still willing to move the mirror to T1 status if illegible.
Please switch to one of the *_tier1 modules on "rsync://rsync.archlinux.org". You'll probably want "rsync://rsync.archlinux.org/ftp_tier1". Reply here once you've switched so I can close this request.
If you want to sync more often than once an hour, please consider using a script like this[1] to reduce the amount of rsync traffic when there are no changes.
