Media keys are broken in cinnamon-settings-daemon 4.8.1, see this issue opened a few days ago: https://github.com/linuxmint/cinnamon/issues/9732

This has already been fixed upstream, applying this patch fixes the issue for me: https://github.com/linuxmint/cinnamon-settings-daemon/commit/c6a84d007de2a190582de1bae5278397edc0aacb
