Details

realtec bluetooth card is listed in lsusb (Bus 005 Device 002: ID 13d3:3548 IMC Networks Bluetooth Radio), rfkill, hciconfig, but not detected by bluetoothctl
the following was found in the logs:
kernel: Bluetooth: hci0: RTL: unknown IC info, lmp subver 281a, hci rev 099a, hci ver 000a
kernel: Bluetooth: hci0: RTL: assuming no firmware upload needed

Probably you need its own firmware.
Look for it in AUR and/or manufacturer support page.

qualcomm atheros AR3012 BT 4.0 module is the same with yours. can be list in lsusb, but bluez and blueman-manager reports no bluetooth adaptor.

i found a aur package 'atheros-ar3012' kernel module, but it's out of date. i can't compile through with the latest kernel.

here's terminal tells:
