Description:

I downloaded the most recent Archiso distribution from https://www.archlinux.org/download/.
It didn't succeed to install from the GUI (but that is another bug). When I fixed the installation from terminal using that iso, I found out that the 'pacman' installed there was out-of-date.
There was a bug reported already in February 2020 (https://bbs.archlinux.org/viewtopic.php?id=253056) with very same message and the same reason. Updating pacman solved the issue.

I mark this bug's severity as "Medium" due to several reasons:
- this will affect new users. They are usually less experienced, and should be cared about more than usual Arch users.
- the installation must be without any bugs. Isn't that the purpose of the installation medium? And it already has many bugs, so each new one deteriorates the experience about Arch even more.

I think that could be easily fixed.

I also decided to report this is a bug, not to flag it 'out of date'. Though I'm not very sure.
I think that 'out of date' is relevant to packages which have newer versions at some other place.

The archiso always includes the latest version of ALL packages at the time of creation.

The pacman version needed is 5.2.0, available in every ISO since 2019-11. I don't really understand how this confusion came about...

Can you please clarify whether you're trying to fix an old installation using the ISO as a recovery system, or currently installing a new system using the Installation Guide? You seem to have claimed to be doing both...

Because what I think happened is you did the former, and you arch-chrooted into your existing install and used the ancient pacman from your broken install. Nothing to do with the ISO.

It's the only explanation for your symptoms.

If you need to specify you used the command line, it's still not the archiso

You're using some completely unofficial dumpster fire of an unofficial third-party installer. You did not install Arch Linux, nor did you successfully burn the Arch Linux ISO to USB. Until you actually use the official archiso, there's nothing to discuss.

Please look for support from the alternative linux distribution "spookykidmm zen Linux" or whatever it chooses to call itself, which you chose to download.
