Yes, and the same issue exists with Paraview. I’ve asked upstream about this already, waiting for more input (also, I’m in the process of packaging vtk9, but the issue is likely there too since this code did not change).

Introduced by freetype2 2.10.3-1 by upstream commit [1]. [2] adds the define back.
Upstream added defines back in [3] and [4] FT_CALLBACK_DEF is not one of those.
