Details

local and remote running openssh 8.4p1-1

scp hangs after starting new session. debug hangs at:

...
debug1: Sending command: scp -v -p -t /home/james/
debug2: channel 0: request exec confirm 1
debug2: channel_input_open_confirmation: channel 0: callback done
debug2: channel 0: open confirm rwindow 0 rmax 32768

Then killing the local scp leaves the sshd processes running on the remote, in state "S", "interruptible sleep (waiting for an event to complete)".

Hmm - is the command sent suppose to look like that, with no name of the file to be copied?

Is this a problem with scp? Or possibly with systemd-logind?
