Details

Description:
Since the update to 1.0.0.66-1, the tray menu is empty when the lib32-libdbusmenu-gtk2 package is not installed.
I do not have steam-native-runtime installed, which does depend on the required package already,
but now the steam runtime version seems to depend on this as well.

Steps to reproduce:
1. Launch steam
2. Click on tray icon, the menu is simply empty
3. Install lib32-libdbusmenu-gtk2, relaunch steam, tray menu works again

Can't reproduce on Xfce. I don't have 'lib32-libdbusmenu-gtk2' installed and the tray icon menu is working as expected.

Xfce most likely uses the Xembed system tray, which probably still works (but I have no way to test). On trays using Status notifier Item Dbus specification (KDE most likely, GNOME with the appindicator extension, sway with waybar) this is still broken without lib32-libdbusmenu-gtk2 installed.
