Upstream sqlite contains the lemon parser generator for building lemon grammars. This tool is built by sqlite to create SQL parsers for itself, but can also be used by other projects to create parsers. It is best for projects to use up-to-date tooling, so the lemon program compiled by sqlite should be packaged in a new lemon package for them to consume. That way the program is updated automatically whenever the sqlite package is updated.

A small patch is needed to make lemon properly find the parser template. A sample patch can be found in Fedora: https://src.fedoraproject.org/rpms/sqlite/blob/master/f/sqlite-3.6.23-lemon-system-template.patch.
