Reason for closing: Won't implement
Additional comments about closing: Yes I think installing man-db (which would pull in groff) if you want the manuals is a reasonable expectation.

Installing groff resolves this issue. Please consider adding the
groff package as a dependency.
So you have no man page access at all on this system? Not
something I would expect to see except on containers.
