The version number enforced by the PKGBUILD differs from release numbers in that it's missing a "v" in front of the version proper.

issotm@sheik-kitty ~/rgbds% pacman -Q rgbds
rgbds 0.4.0-3
issotm@sheik-kitty ~/rgbds% rgbasm -V
rgbasm 0.4.0
issotm@sheik-kitty ~/rgbds% ./rgbasm -V
rgbasm v0.4.0

It's worth noting that upstream has a fallback if the version string comes empty: https://github.com/rednex/rgbds/blob/fcd37b52b69fc652427cc8216a9a20c04143cc87/src/version.c#L19-L25

Reason for closing:  Not a bug
Additional comments about closing:  Switched to cmake which also strips the v by default, this bug is invalid.

What's your point? Why do we care about a missing v which is essentially useless?
