(I did not finished my sentence):

Now that ftp.archlinux.org is throttled the Testing repository is unusable because the default and only mirror provided in etc/pacman.conf is ftp.archlinux.org.

It should be removed from /etc/pacman.conf and an etc/pacman.d/testing file should be provided.

This is done in pacman 3.

And it isn't unusable- it is just slow. This will be rectified as people begin to switch their mirrors.
