Description:
The packaged default grafana configuration installed as /usr/share/grafana/conf/default.ini file contains several modifications from the upstream defaults, e.g. data in line 15, log= in line 21, plugins= in line 24, provisioning= in line 27. These modifications are not reflected in the commented configuration file /etc/grafana.ini, therefore users changing /etc/grafana.ini may not be aware of these changes, or be misleaded about the default values for these configurations. Please ship a modified configuration file as /etc/grafana.ini with the same configuration value commented.

These files are totally different, /etc/grafana.ini is a configuration sample while the /usr/share/grafana/conf/defaults.ini file comes from conf/defaults.ini the defaults.ini does not look like a valid configuration file to be installed at all.

Aside from the issue that packaging can't touch /etc/grafana.ini, are you sure you have merged your pacnew files?
