OpenMP bug in gcc-fortran

This bug brakes many scientific packages employing hybrid parallelism MPI+OMP, such as CP2K, Fleur, elmerfem, etc.
Fortunately, the bug has already been fixed, so we just need to apply the patch from the link above.
