Possibly incorrect license. Guest additions takes nothing with Extension Pack (which is indeed covered by PUEL) and can be built with other GPL v2 licensed stuff (https://www.virtualbox.org/wiki/Linux%20build%20instructions) and here their are: https://www.virtualbox.org/browser#vbox/trunk/src/VBox/Additions.
