Details

* the url should be updated to https://rpy2.github.io or https://github.com/rpy2/rpy2
* python-pytz is now a hard dependency
* python-numpy is not a hard dependency (anymore?) and can be made an optdepends
* (simplegeneric is listed as a dependency upstream but that's certainly a bug, for which I opened https://github.com/rpy2/rpy2/pull/677)

numpy is used in rinterface.py, and pytz is in the dependency tree already.
