A mirror with 30Mbit/s of bandwidth will most likely not be able to provide good user experience if listed on our mirror list. Many users will have more download bandwidth than your mirror so listing it would only make sense if it is in a special location like an island with a poor internet uplink. In this case, I'm afraid I don't see a good reason to, so I won't be listing your mirror. Sorry.
