Description:
the Gitea package 1.11.3-2 fails to start. The error message given: fail to set message file(en-US): open conf/locale/locale_en-US.ini: no such file or directory. Downgrading to 1.11.1-1 temporarily fixes the issue.

Steps to reproduce:
pacman -Syu
systemctl start gitea
